Residential Dumpster Rental across Bloomington-Normal and McLean County
Homes around here vary enough that one container does not fit all of them. An established street near downtown with a short driveway wants a 10 or a 15 and a driver who takes it slowly; a larger suburban lot may have room for a 20 — and an HOA with its own rules. For many home renovations and move-outs in Bloomington, a 15 or 20 yard gives the best balance of capacity and space. The first thing we ask on the phone is what your driveway looks like.
Most residential jobs are one of three things: a cleanout (a garage, an attic, a basement, or a whole house before a move or downsizing), a remodel (kitchen, bath, flooring, roof), or the yard — landscaping, a tree coming down, storm cleanup. Each wants a different size and a different talk about weight. The size comparison covers the numbers, the home cleanout guide covers the planning, and the phone call covers your job.

What actually fills a residential container
Home cleanouts lead the way: furniture, boxes, old decor, household junk, the contents of a garage, attic or basement. Kitchen and bath remodels are next — cabinets, countertops, tile, drywall, flooring. Then the outdoor jobs: shingles off a roof, lumber scraps from a DIY project, an old deck or fence, branches, soil and shrubs from a garden upgrade, storm limbs.
The City will take some of it, not all. Bloomington's Public Works collects bulk and building waste every other week from the homes it serves, with the first bucket free and extra buckets charged (City Code § 21-307). But it will not collect bulk or building waste from any work done by a contractor, it will not take broken concrete, brick, rock, stone or reclaimed asphalt, and sod and shingles go only on request. In Normal, the Town picks up no more than 500 pounds at the curb and nothing created by a contractor (§ 21.1-3), and its Bulky Waste page says owners "must rent a commercial dumpster from a private firm" for major renovations such as re-roofing, for concrete driveway and sidewalk tear-outs, and for debris over 500 pounds. That is what a residential roll-off is for.
Driveway placement, street rules and HOAs
In Bloomington the driveway comes first. We found no City rule on how long a roll-off may sit on your own driveway or what surface it has to sit on, but a driveway or paved pad works best, and you can put plywood or boards under the wheels for extra protection. The street is another matter. A dumpster, moving container or anything similar in the City right-of-way or street needs a Dumpster Permit from the City's Engineering Division, submitted at least 72 hours before delivery — allow at least 3 business days. Under the permit form, the container sits in a legal parking space in front of the home or business using it, with Type I or Type II lighted barricades at the front and rear at all times; it has to be covered when it is not actively in use; and the permit runs no more than 30 days unless the Director of Engineering approves longer. In an alley, the permit holder contacts the neighbors and arranges their access. The Engineering page lists no fee for the Dumpster Permit itself — ask Engineering when you apply. Separately, City Code bars leaving any encroachment in a street, avenue or alley unless the Code allows it (§ 38-301), and obstructing a sidewalk, parkway, alley or parking lane needs a street closure permit (§ 38-303).
Normal has its own version. Town code says roll-off boxes are not permitted in a front yard or on a dedicated street right-of-way unless the Director of Public Works gives temporary permission for the right-of-way, or the Building Commissioner for a required front or side yard, and that dumpsters and roll-off boxes sit on a concrete or asphalt pad (§ 21.1-4). Whether every part of that applies to a short rental at a single-family home is not spelled out, so the safe reading is the driveway, never the lawn, and Town permission for the street — the Dumpster/Storage Container Permit, through the Engineering Department (309-454-9578). A few more things. Veterans Parkway, I-55, I-74, US-150 and IL-9 are state routes, and parts of Main Street, Center Street and Market Street carry US-51 Business and US-150, where some segments are state-maintained; IDOT requires a permit for work in a state route's right-of-way and has no permit type for a container, so there the box stays on the property. HOA rules can cover containers on your lot, so check yours before a longer rental. Each town page says what that town asks for.

Residential dumpster rental — the Illinois specifics
Illinois keeps a shorter list out of the trash than some states, but it is strict about what is on it. State law keeps these out of landfill-bound waste: TVs, computers, monitors, printers, keyboards, VCRs, DVD players, game consoles and similar electronics (415 ILCS 151/1-83); car, truck and other lead-acid vehicle batteries (415 ILCS 5/22.23); used tires, whole or cut (415 ILCS 5/55); refrigerators, ranges, water heaters, freezers, air conditioners, humidifiers and similar large appliances unless their refrigerant, mercury switches and other regulated components have been removed (415 ILCS 5/22.28); landscape waste mixed with other waste (415 ILCS 5/22.22); and liquid used oil (415 ILCS 5/21.6). From 1 January 2028, portable and medium-format batteries join the list (415 ILCS 205/70). Mattresses, furniture, drywall, shingles and cardboard are not on the Illinois ban list, so they can go in the box. Where the leftovers go instead: McLean County residents can drop TVs, computers, monitors and printers at the Town of Normal's self-service electronics recycling site at 1301 Warriner Street (residents only, no businesses, no appliances), and Bloomington residents can take leaves, brush, garden trimmings, grass, appliances and empty propane tanks to the City's Citizen Convenience Center at 402 S. East Street, which is closed from January 1 to March 31 and is not open to contractors. The what can and cannot go in guide covers the rest.
Answers
Residential Dumpster Rental — your questions answered
Will the dumpster damage my driveway?
We take precautions to protect your property. If you are concerned, you can place plywood or boards under the wheels for added protection, and we can discuss protective boards and other surface protection when you book — ask, especially for a newer or decorative driveway.
Can I put the dumpster on the street instead?
In Bloomington, only with a City Engineering Dumpster Permit, applied for at least 3 business days ahead: the container sits in a legal parking space in front of your home, with lighted barricades at the front and rear, a cover when you are not loading, and a 30-day limit unless Engineering approves longer. In Normal, roll-offs stay off the street right-of-way without Town permission (§ 21.1-4). On a state route such as Veterans Parkway or US-150 we found no IDOT permit path for a container at all. The driveway is always simpler.
Does my HOA have a say?
On the driveway, often yes. HOA rules can cover containers on your lot, and we do not know your HOA's rules — check them before you book, especially for a longer rental.
Can I put old appliances in the dumpster?
Small appliances, usually yes. Fridges, freezers, air conditioners, water heaters, ranges and humidifiers are white goods: Illinois bars collecting them for landfill disposal unless the refrigerant, mercury switches and other regulated components have been removed (415 ILCS 5/22.28), so unless they have been properly prepared they stay out. Our junk removal crew can take appliances, with the Freon removed when required, and Bloomington residents can take appliances to the City's Citizen Convenience Center. Tell us about any appliance when you book.
How long can I keep the container?
Standard rentals are commonly 3 to 7 days, and longer rentals and extensions may be available for an additional daily or weekly fee. If you finish early, call and we pick it up early. We found no Bloomington time limit for a roll-off on your own driveway; in Normal, Town code says a hauler's dumpster may not stay on a customer's property more than six days after service ends (§ 21.1-5).
Do you serve outside Bloomington?
Yes — fourteen more towns: Normal, Towanda, Downs, Hudson and Heyworth close in; Le Roy, Lexington, Danvers, Gridley, Chenoa and El Paso around McLean County; and Clinton, Lincoln and Pontiac further out. Each has its own page, and each says plainly what that town requires for a container and who may haul. We are licensed and insured.
