Bloomington is a city of 78,680 at the 2020 Census, the bigger half of the twin cities. The City collects from single-family homes and buildings of six or fewer units, and its bulk pickup takes some household remodeling debris — but not waste from work done by a contractor, and not broken concrete, brick, rock or asphalt (City Code § 21-307). Roofs, kitchens, tear-outs and whole-house clean-outs are roll-off work.

Local knowledge
Getting our bearings in Bloomington
Knowing a city properly is the difference between covering it and showing up with the right box.
- The yard is in Bloomington — the Census geocoder places 2014 Cabinton Rd inside city limits, McLean County, on a City street by the I-55 / I-74 / Veterans Parkway interchange.
- City collection — single-family homes and buildings of six or fewer units; owners of larger buildings use a private collector (§ 21-301).
- Bulk buckets — City bulk pickup runs every other week; the first bucket is free and each extra bucket is $30 (Schedule of Fees, effective May 10, 2026).
- Citizen Convenience Center — 402 S. East St; no businesses, contractors or company-marked vehicles, and concrete, rock, shingles and brick are no longer accepted there. It is closed January 1 to March 31.
- No working landfill in the county — Illinois EPA lists both the McLean County landfill and the old City of Bloomington landfill as closed and in post-closure care, so loads go to permitted facilities outside the county.
- Electronics — TVs and computers can't go in a landfill dumpster in Illinois; McLean County residents can take them to the Town of Normal's self-service drop-off at 1301 Warriner Street.
What comes out of Bloomington properties
Roofing jobs in 10s and 20s, garage clean-outs and flooring in 15s, medium remodels, landscaping and larger home clean-outs in 20s, multi-room renovations and estate clean-outs in 30s, commercial jobs and major demolition in 40s, and a 10 or 15 for concrete and dirt — heavy material usually only goes in the smaller boxes. Keep everything below the top rim: an overfilled container may not be legal or safe to haul. Broken concrete, brick and contractor debris are exactly what City bulk pickup won't take (§ 21-307).
Illinois decides what can't go to a landfill. State law keeps out TVs, computers, monitors, printers and other electronics (415 ILCS 151/1-83); lead-acid vehicle batteries (415 ILCS 5/22.23); tires, whole or cut (415 ILCS 5/55); refrigerators, freezers, air conditioners, water heaters and other large appliances unless their refrigerant and mercury parts have been removed (415 ILCS 5/22.28); landscape waste mixed with other waste (415 ILCS 5/22.22); and liquid used oil (415 ILCS 5/21.6). Mattresses, shingles, drywall and wood are not on that list. Tell us if a load is yard waste or includes an appliance. No paint, solvents, oils, fuel, hazardous chemicals, propane tanks, gas cylinders, batteries, medical waste or asbestos.

Sizes
Choosing a container size in Bloomington
Weight is what usually decides the size, not how much room the pile takes up.

|---|---|---|---|---|
| 10 Yard Dumpster | about 14 ft long × 7.5 ft wide × 3.5 ft high | about 3 pickup truck loads | 1–2 tons | Small kitchen and bathroom remodels, roof tear-offs, garage and single-room cleanouts, and concrete, tile, asphalt and brick within the weight limit. |
| 15 Yard Dumpster | about 16 ft long × 7.5 ft wide × 4.5 ft high | about 4–5 pickup truck loads | 2–3 tons | Garage, attic and basement cleanouts, kitchen and bath remodels, flooring and carpet removal, light roofing, small decks and fences, and yard waste. |
| 20 Yard Dumpster | about 22 ft long × 7.5 ft wide × 4.5 ft high | about 6 pickup truck loads | 3–4 tons | Whole-home cleanouts, multi-room renovations, roofing projects, large landscaping jobs and light demolition with mixed debris. |
| 30 Yard Dumpster | about 22 ft long × 7.5 ft wide × 6 ft high | about 9 pickup truck loads | 4–5 tons | Multi-room and full-house renovations, estate and rental property cleanouts, retail and office remodels, light demolition and community cleanups. |
| 40 Yard Dumpster | about 22 ft long × 7.5 ft wide × 8 ft high | about 12 pickup truck loads | 5–6 tons | Commercial renovations, new builds and major demolition, full-home remodels, warehouse and office cleanouts, commercial roofing and large event cleanups. |
Permits, placement and who may haul in Bloomington
Who may haul — the rule that matters: Bloomington rewrote its hauler chapter in July 2024 (City Code Ch. 36, Ord. 2024-047). Anyone who collects, transports or disposes of waste for profit — the chapter's examples include construction and demolition work and dumpsters (§ 36-101) — needs a City licence first (§ 36-102). The Schedule of Fees lists a $100 application fee and a $100 annual licence fee; the chapter also calls for a $5,000 bond and liability insurance (§ 36-105), licences expire April 30 with renewals due to the City Clerk by April 1 (§§ 36-103, 36-104), and fines run $250 to $2,000 per offense, each day a separate offense (§ 36-113). We found no exclusive franchise. We're licensed and insured.
On your driveway: we found no City time limit or surface rule for a roll-off on your own property. Driveway first: give us clear placement instructions and you don't need to be home for the drop-off, and plywood or boards under the wheels give a driveway extra protection.
In the street: a dumpster in the City right-of-way or street needs an Engineering Division Dumpster Permit. The Engineering page asks for it 72 hours before delivery and § 38-303 says 24 hours, so allow at least 3 business days. The permit form allows up to 30 days unless the Director of Engineering approves longer, wants Type I or Type II lighted barricades at the front and rear, puts the container in a legal parking space in front of the property using it, and wants it covered when it's not being loaded; in an alley, the permit holder arranges access with the neighbors. § 38-303 also requires the area put back as it was when the permit ends. The Engineering page lists no fee for the Dumpster Permit.
State routes: Veterans Parkway, I-55, I-74, US-150 and IL-9 are IDOT roads, and some in-town stretches of US-51 Business (Main St and Center St) and US-150 (Market St) are state-maintained too. IDOT requires a highway permit for work in a state right-of-way (605 ILCS 5/4-209, as IDOT cites it) and has no container permit type — so on those addresses the container goes on private property. We check the exact block.
Covered loads: Illinois bars driving a load that can drop, shift or leak (625 ILCS 5/15-109), and trucks carrying garbage or refuse must have a working tailgate and a cover or tarp (625 ILCS 5/15-109.1(f)).
Knocking something down: before a regulated asbestos demolition or renovation, Illinois EPA must get a notification form and a $150 fee 10 working days ahead. A privately owned house, or an apartment building of four or fewer units, is exempt unless it has had or will have a commercial or public use. Asbestos never goes in our containers — tell us if you find any.

How it works
Booking a dumpster in Bloomington
Booking a container here takes one phone call and about five minutes.
Step 1: Call and tell us the job
One short conversation. We ask the address, what you are clearing — a cleanout, a renovation, a roof, a yard, a job site — roughly how much there is, and how much room the driveway or lot gives us.
Step 2: We size it and quote it flat
You get a flat-rate quote whenever possible that covers delivery, pickup, disposal, the standard rental period and an included weight allowance. If a smaller box does the job we will say so. If it is concrete, shingles or dirt, we say up front that weight decides the size.
Step 3: Delivered where you want it
The driver sets the container on the driveway, lot or job site where you asked, on a flat, solid surface rather than the lawn. Often same-day or next-day, when availability allows. You do not need to be home.
Step 4: Load it at your pace
Keep it below the top rim and keep the problem items out — paint and solvents, oil and fuel, chemicals, tires, batteries, propane tanks and gas cylinders, medical waste, asbestos, TVs and computers, and fridges or other appliances still holding refrigerant. Need more time or a swap mid-job? One call.
Step 5: We haul it and dispose of it right
The load is tarped and goes to a permitted facility, with metal, concrete, asphalt and yard waste recycled whenever facilities accept them. You get your driveway back the way you left it.

Dumpster rental in Bloomington — common questions
How fast can you deliver in Bloomington?
Same-day or next-day across the city when availability allows. Call (309) 893-1463 early for the best chance of same-day. The phone is answered 24/7.
Is your yard in Bloomington?
Yes. The US Census geocoder puts 2014 Cabinton Rd inside Bloomington city limits, McLean County, right by the I-55 / I-74 / Veterans Parkway interchange.
Do I need a permit for a dumpster in Bloomington?
We found no City permit for a roll-off on your own driveway. In the street or right-of-way you need an Engineering Division Dumpster Permit: allow at least 3 business days, up to 30 days, lighted barricades front and rear, a legal parking space, and the container covered when not in use.
Will City bulk pickup take my remodel debris?
Not if a contractor did the work, and never broken concrete, brick, rock, stone or reclaimed asphalt (City Code Sec. 21-307). The Citizen Convenience Center no longer takes concrete, rock, shingles or brick either.
How much does a dumpster cost in Bloomington?
It depends on the dumpster size, the type of debris, the delivery location and the rental length. We offer flat-rate pricing whenever possible, with delivery, pickup and disposal typically included in the quote and no hidden fees. Call (309) 893-1463 for a quote.
